This album plays out like a love note. Each track seems poised with purpose, even if said purpose is not known to the listener. Belle Isle and Love Me Right steal the show, with the former being something of a vaporfunk kickoff, and the latter having much in common with the Italo Disco of the 80s.

Returning to Vivarium just months after his debut, Sev invites you to join him in River City. Named for the adopted home that Sev would help to establish his name in the vaporwave scene, this album marks his ascension to the level of other Richmond greats like FM Skyline and Rack SquareSoft. Instead of being a straightforward tribute to the city he loves, River City acts as a vessel for its very spirit.
Showcasing a much stronger emphasis on sampling than his previous efforts on 777, Sev still manages to twist preexisting material with his own immaculate use of original instrumentation. The many voices that fall on this record blend into one seamless muse, chanting an continuous chorus that beckons you to kick back and have fun. It has to be the same fun that we can only imagine Sev had when he was crafting this masterclass in vaporfunk party anthems.
